As a developer, I want to read the Code Review Guide, so I can contribute to projects collaboratively.

Acceptance criteria

• Add a Code Review guide according to discussion from the Coding Standards Refresh working group, 4/14 discussion.
• Update the Coding Practices guide according to discussion from the Coding Standards Refresh working group, 4/14 discussion.

Sprint Ready Checklist

• 1. Acceptance criteria defined
• 2. Team understands acceptance criteria
• 3. Team has defined solution / steps to satisfy acceptance criteria
• 4. Acceptance criteria is verifiable / testable
• 5. External / 3rd Party dependencies identified
• 6. Ticket is prioritized and sized

Notes

There is a pending PR #90 for changes from Monday's discussion on Code Style. That should be merged first so I can iterate on top of that guide.
