a11y: unblock pinch-zoom + add theme-color meta

- Remove maximum-scale=1.0 and user-scalable=no from viewport (WCAG 1.4.4 — low-vision users need to zoom)
- Add theme-color meta with light/dark media queries (native chrome/tab bar tinting on iOS/Android)
