Thanks for your patience — this was recently picked up as an outstanding open issue for the ARM Deployments team to review.

This is the Bicep CLI (a self-contained .NET binary) running on a host with no ICU/libicu, so .NET fails fast during globalization init before Bicep can do anything — which bubbles up through az deployment group create.

As @anthony-c-martin flagged here in September 2024, the fix went out in #29897 (merged Oct 2024): the Azure CLI now conditionally runs Bicep with invariant globalization so it no longer requires libicu inside the CLI container. A few options depending on your setup:

• If you can use the official image, mcr.microsoft.com/azure-cli (current tags) already handles this.
• On a custom/minimal image, either install ICU:

  apt-get install -y libicu-dev        # or: apk add icu-libs
  

  or set the env var the CLI uses to run Bicep in invariant mode:

  export AZ_BICEP_GLOBALIZATION_INVARIANT=true
  

Could you confirm which base image/runner you're on? If you're on a recent CLI, either of the above should clear it. I'll close this as resolved by #29897 — reopen if it recurs.
