Thanks for flagging this, @jpsuominen — you're right.

I reproduced it on the current CLI (2.85.0): az bicep publish --help shows

az bicep publish --file {bicep_file} --target "br:{registry}/{module_path}:{tag} --force"

with --force inside the quoted --target, which is wrong. It should be:

az bicep publish --file {bicep_file} --target "br:{registry}/{module_path}:{tag}" --force

That example text comes from the az bicep command help in the azure-cli resource module, which we own — so we can fix it directly. I see a PR already opened to correct the example to move --force outside the quotes. Will monitor this.
