Update meeting pages: EoI wording and add HBU

Replace 'Sign up to present' and related phrasing with 'Sign up for an Expression of Interest to Present' and clarify EoI deadlines across existing meeting pages (26-05-27-MedicalAgents.md, 26-06-24-Continual AI.md, 27-01-13-Interpretability.md). Add new meeting page meetings/26-09-30-HumanBehaviourUnderstanding.md with registration, EoI links, venue, and registration cost details.
