文档更新（仓库标签+贡献方针） (#4612)

* 文档更新
1. README 更新，扬掉了 MCBBS，优化部分语句的表述和排版
2. README-en.md 更新，更新了贡献部分的名称表述，将雪尼的名字改回了Snownee，删除了不能点击的链接
3.CONTRIBUTING.md 更新。新增需要自校相关内容

* Boring Bot 配置更改 & StaleAction 表述更改

* 稍微改了改Boring-Bot的配置
1. 新增 1.21.x 与 (Neo)Forge 的 label
2. 重新划分加载器标签的应用范围
2.1 Forge 标签现在应用于 1.12.2, 1.16, 1.18, 1.19 版本
2.2 (Neo)Forge 标签现在应用于 1.20, 1.21 版本

* 添加新建分支提醒

* 需要审校 -> 生硬翻译
