Traceback error installing on Windows 2022 with Python 3.12

A traceback event was encountered while installing the lastest yangsuite on a Windows 2022 system with Python 3.12. Installation output is attached.

This is due to python3.12 deprecating some older pip/numpy implementations. Try modifying the install modules to use python3.10 and the "python3.10-venv" venv module (instead of the default "python3.12-venv")
