nvme-mi-dev: Update for improved Admin and PCIe command support

Pick up implementations of Admin Identify CNS 11h (Identify Namespace
for Allocated Namespace ID) and 12h (Namespace Attached Controller
List), along with PCIe / Configuration {Read,Write}.
