Problem
Voting records could make representative results more useful, but this should not be implemented until source coverage, licensing, jurisdiction variance, and presentation risks are understood.
Research questions
- Which voting-record sources are available for federal, state, and local offices?
- What coverage exists for Hawaii, and how fresh is it?
- What are the licensing, attribution, quota, and cost constraints?
- Can records be linked directly without summarizing or editorializing?
- How should the app disclose missing records, partial coverage, abstentions, absences, and chamber-specific differences?
Deliverable
Produce a short recommendation covering viable sources, source limitations, privacy/terms considerations, and whether the first product slice should be links to external voting-record pages, a local summary, or no voting-record feature yet.
Notes
This lines up with docs/roadmap.md under Voting Records. Treat this as a discovery spike, not an implementation issue.
