NPM_TOKEN secret is not set — SKIPPING npm publish. The GitHub Release is still created. To publish, add an npm Automation token as the NPM_TOKEN repo secret (Settings -> Secrets and variables -> Actions) and re-run this workflow. See docs/RELEASING.md.
