[Contracts] Implement Notification Access Logs

[Abd-Standard]

Description

Emit events whenever protected notification records are accessed to improve traceability and auditing.

Tasks
Emit access events.
Record accessor address.
Record access timestamp.
Update tests.

Acceptance Criteria
Access events are emitted consistently.
Tests validate event parameters.
Audit trail is complete.
