[Anvil-DX] Enable curl download in UI for mirrored files.

We would like to enable users to easily download files mirrored in AWS ODP (egress-free) using the curl command, as they can on HCA.

The text should include a clear informational message/warning that only files mirrored in AWS ODP will be downloaded. Files that are hosted only within GCP will not be included. (Definitely needs wordsmithing.)
