Maniacs Patch - AB Rewrite map - cleanup and refactor.

Simplifies and centralizes autotile hash packing and registration with new helper functions. Refactors tile drawing logic for clarity and reduces code duplication. Adds RefreshAutotileBitmaps to update autotile bitmaps when chipset or map data changes. Improves water autotile neighbor and corner calculation for more accurate rendering.
