Modernize patch 3709.html and 3718.html to match 3825.html template, remove 2016 patches from patches.json

- Updated 3709.html (December 2019): Converted to modern PatchCard structure with semantic HTML5, modernized head/intro sections, implemented ContentSidemenu navigation with collapsible sections, corrected footer dates
- Updated 3718.html (November 2020): Full modernization with PatchCard components, ChangeGroups, modern sidebar navigation, and semantic HTML structure
- Removed 2016 patches (3655, 3658, 3662) from patches.json
- Both files now use critical.css and headConfig.js instead of legacy balance.css and themeSwitch.js
