Make sure registration script works on Windows

• We aren't sure if IDTOKENS themselves work on Windows. That's obviously a blocker, but not one we can do anything about here.
• The registration script uses absolute paths to places like the token directory. These need be behind platform checks, and ideally would be determined by looking at existing HTCondor config instead of being hard-wired like they are now.
