Bump json5 and @angular/cli in /dashboard

Removes [json5](https://github.com/json5/json5). It's no longer used after updating ancestor dependency [@angular/cli](https://github.com/angular/angular-cli). These dependencies need to be updated together.

Updates `@angular/cli` from 1.7.3 to 15.0.4
