Harrison 3024 - SWYN/PMCL - CoDICE: Add metadata for new Codice-Lo direct event variables. Update all CoDICE metadata for consistency
New variables are rgfo_spin_sector, rgfo_esa_step, nso_spin_sector, nso_esa_step. These will just be passed from L1a lo-sw-priority into L3a output, so metadata is copied from L2a.
