ENA - Create function for producing Logical_source_descriptor details from a MapDescriptor object

One piece of feedback from SPDF for Hi L2 file was that the Logical_source_descriptor should have more information:

Logical_source_description attribute ("IMAP-Hi Instrument Level-2 ENA Intensity Map Data for Hi90 on rectangular tiling.") probably needs more description to include all the information encoded in Logical_source ("imap_hi_l2_h90-ena-h-sf-nsp-full-4deg-3mo"). For example, "h-sf-nsp-full-4deg-3mo" part is not really described, except for probably for "rectangular tiling". Logical_source_description is displayed in datasets list on CDAWeb, and both used to distinguish between datasets and to allow users to understand what data are in the dataset.

One idea is to write a method for the MapDescriptor that generates a descriptive string to put in the global attribute.
