[XPLAT Docs] API links within tables are not clickable

Steps to Reproduce:

1. Navigate to any topic that has a table with API links included. For example: https://staging.infragistics.com/products/ignite-ui-react/react/components/charts/types/column-chart#api-references-1

2. Click the links in the table.

Result:
Links are not clickable and so do not lead to the API topics.

Expected Result:
Links should be clickable.

Notes:
As an aside, it seems that the "API References" header is listed twice in the example topic linked above.
