Redstone wire turns into stone despite being a breakable item.

Hitting the limit with redstone wire will turn it into stone instead of breaking it upon placement.

Have made an issue here on the PaperMC github.

• Redstone Wire is currently not considered an obtainable item but it is.
• In ChunkShield, if an item is not obtainable when limited, it gets turned into stone.

For the nerds, Material.REDSTONE_WIRE is not true when checked by Material.isItem()

• I have tried Material.REDSTONE but it doesnt register redstone wire at all.
• This is a Paper API issue. If they refuse to fix, I will make some kind of workaround.
