Following #333, errors during message delivery to a vat lead to its immediate termination. We should support a retry mechanism for such deliveries. Instead of immediate termination, the kernel should attempt to redeliver a message to a vat up to 3 times if the delivery fails. If all retry attempts are exhausted, the vat will then be terminated.
