Cyberpunk: forced load libraries instead of RB (#163)

* Remove Cyberpunk RootBuilder option, forced load libraries works now with CET and RED4ext
* Fix CrashReporter error with CET installed in VFS by disabling it.
* Add Message on startup to convert RootBuilder mods
* Fix FileNotFoundError when updating overwrite/r6/cache
