Backup passphrase is not synchronized in HA configuration

Description

In a NethSecurity 8 setup with two firewalls configured in HA, the backup passphrase configured on the primary node is not synchronized to the secondary node.

This can cause inconsistent behavior between the two nodes: in case of failover, the secondary node may not have the same backup passphrase configured on the primary node.

Steps to reproduce

1. Configure two NethSecurity 8 firewalls in HA.
2. Access the primary node.
3. Configure or change the backup passphrase.
4. Check the configuration on the secondary node.

Expected behavior

The backup passphrase configured on the primary node should be automatically synchronized to the secondary node.

Actual behavior

The backup passphrase is not synchronized between the primary and secondary nodes.

It works as expected:

• a previously unsynced passphrase was created on the secondary node
• modifications to the passphrase on the primary are reflected on the secondary node
• removing the passphrase from the primary also removed it from the secondary node
