[BUG] Retry of IV Curve Test Causes HV to Try and Ramp Down and Ramp Up at the same time

Describe the bug
When an IV curve fails and you hit the "Retry" button, the HV will try to ramp down. However, it is also being told to ramp up for the "retried" IV curve test. Therefore, it will oscillate between 0 and 5V, 10V, etc.

To Reproduce
Steps to reproduce the behavior:

1. Run IV Curve Test
2. Fail Test
3. Hit Retry Button
4. See error

Expected behavior
The HV should ramp all the way down and then after the HV is fully ramped down the HV should then ramp back up.
