The windows_view behavior has never been used, and now with no Windows OS's that actually support 32 bit, it's entirley pointless.
For what it's worth, historically if content authors wanted to read the 32 bit registry, they just wrote the object to look in the HKLM\Software\Wow6432Node, I have never outside of test content see any usage of windows_view, 64 or 32.
If we deprecate it, we can simplify quite a bit of the SCAP 1.4 self assertion content.
