UI Fix & Improvement: Cursor Consistency and Share Button for Programs

There are two UI-related issues with program cards:

1. Cursor Inconsistency
   When hovering over program cards, the cursor correctly shows a pointer (hand). However, when hovering over interactive buttons like bookmark and share, the cursor changes to the default arrow instead of a pointer.

2. Missing Share Button on Program Cards
   The share button is missing on individual program pages.

Expected Behavior

• All interactive elements (program cards, bookmark, share buttons) should display the pointer (hand) cursor on hover.
• The share button should be visible on all individual program pages with proper hover states and consistent cursor behavior.
