refactor(tags): 태그 표준화 및 25th~31th 미팅 태그 추가

- 대소문자/한영 혼재 태그 11개 그룹 표준화 (26개 파일)
    - fosslight → FOSSLight, innersource → InnerSource 등
  - 빈 태그 삭제 (25th~31th 미팅 파일 14개)
  - 25th~31th 미팅 파일 태그 신규 추가 (ko/en 각 7개)
