Populate tree dropdown with 2026 tree list

Overview

Populate the tree selection dropdown with the full 2026 tree list. Currently the dropdown is either empty or incomplete. The trees below should be added as the canonical options, grouped by category.

Acceptance Criteria

• All 43 items above appear in the tree dropdown, in the order listed.
• Items are grouped (or at minimum sorted) by the categories above.
• The dropdown is wired to the existing tree-selection UI component.
• Selecting a tree correctly stores / displays the chosen value.
• Source data is stored in a maintainable location (seed data, config file, or database table) so the list can be updated easily in future years.
