chore: stop gitignoring docs/ so docs/adr is tracked

The docs/ ignore rule was a defensive guard from the legacy "build into
docs/" Pages flow, which no longer exists — Hugo now builds to public/
(already ignored). The rule wrongly shadowed docs/adr/, which would have
silently dropped future Architecture Decision Records from git.
