[Bug]: WSL Update issues

The problem

WAU fails to update the installed WSL package. WAU tries to update WSL in user context instead of system context.
An admin prompt is display, however users are lacking admin privileges.

What version of WAU has the issue?

2.12.0.2118

What version of Windows are you using (ex. Windows 11 22H2)?
