Set up Frontend

For simplicity we can just set up the files a few pages:

• a page to accept invitations to take the test
• a page where the actual assessment will be

these pages don't have to be implemented, just set up how they're gonna be. also set up a Dockerfile (and Dockerfile.dev) that will be used for development. you can refer to this example for Dockerfile, and this example for Dockerfile.dev if you need help.
