Hammer Bug: Water flowmap materials have incorrect scaling and positioning. #1823

Describe the bug

In Strata Hammer, the flowmap materials display scale differently than they do in-game, and position also wraps at the wrong point (256 instead of 1024) (visible using
$flow_debug 1 in the water's vmt)

It's impossible to properly align a flowmap with brushes in-game. A bunch of photos, videos, and documentation is in the discord starting at this message

To Reproduce

  1. Apply flow map material to brush
  2. try to position flowmap material properly on said brush

Expected Behavior

I'd expect the flowmap in hammer to align with the flowmap in-game.
