[Header]: missing spacing between header actions in smaller breakpoints

Problem

Visually items and border between have no space, looks like the gutter variable in smaller breakpoints has value 0 which removes paddings. Can be seen in storybook also

Solution

Review header actions styles, our layout and figma might be out of sync
