Update README.md - enhance quick start section, correct tool count, and improve skills table formatting

- Added a "Quick Start" section with installation and usage examples for the plugin.
- Corrected the number of tools in the "How It Works" section from 10 to 16.
- Reformatted the skills table for better readability and organization.

Plugin now at 30 skills, 9 rules, 16 MCP tools.
