Update documentation about where scenarios can be defined

We need to document that a Scenario can be defined in the same file as the Run that uses it if it is a scenario that will not be re-used anywhere else. This is just to reduce clutter in the benchmarking/evaluations/scenarios folder. Can add a README to the benchmarking/runs folder.
