Calculate the Transaction Inclusion Fee

The total fee consists of different parts. Users want to know the baseline cost just to include their transaction in the ledger, separate from execution resources.

• Calculate the inclusion fee by parsing the transaction envelope and result.
• Separate the inclusion fee from the resource-based fees.

Expectation: Prism displays a dedicated "Inclusion Fee" line item in the fee breakdown.
