Add automated build and test script

Added build-and-test.sh to automate the complete build and test pipeline
with prerequisite checking, JAVA_HOME validation, robust Java version
parsing, native library compilation, and test execution with results.

Supports verbose mode and custom APR/OpenSSL paths.
