Windows distribution missing TCL 9.0

Windows distributions still seem to be using TCL 8.6, unlike Linux & macOS builds. Is there a reason for this or is it just an oversight? There's nothing mentioning the mismatch in the associated issue ( #893 ) or PR ( #928 ) that updated the other platforms

(This causes issues when writing cross-platform TCL stuff due to version requirements)

On macOS and Linux Tcl and Tk are built from source which allows for the most recent version to be used.

On Windows a prebuilt Tcl/Tk is downloaded and used. This archive is built by the CPython core devs and is also used in the Windows Installers on Python.org. Changing this would require building Tcl/Tk from source and could potentially cause compatibility issues. When this prebuilt archive is updated the new version will be adopted here. The most relevant discussion of this looks to be in python/cpython#124111.
