Anyone can contribute, just respect the formats asked in PULL_REQUEST_TEMPLATE.md.
Hashes can be added to new or existing csv files, these files should be sorted by hash number.
It can be done using the scripts/format.ps1 script or via the sort_file of ate47/atian-cod-tools.
To add anything else, descript in the pull request your changes.
