Toolchain: updating ESP-IDF v4.4 with bugfixes

The recent update to the ESP-IDF toolchain did not include a number of
bugfixes to the WiFi stack, bluetooth, and some compiler bugs.  This
updates the toolchain with bugfixes released by Espressif during the
first quarter of 2023.
