DSS init container fails on notebooks without `jovyan` user on caonical k8s

### Bug Description

For canonical k8s deployments DSS fails with `chown: invalid user: ‘jovyan:users’` on notebooks without jovyan user.

### To Reproduce

1. Try to create a notebook with non jovyan user.

### Environment

DSS 1.1/edge

### Relevant Log Output

```
