This is mostly a tracking issue, I'm posting it in this repo because the of programmatic versions of the WCOE Flags that are in here.
Gwen from NVS (NERC Vocab Server) is working on a project to add quality flags to the NVS, not just WOCE ones. She asked if CCHDO was the appropriate place to ask permission, I replied yes but we will consult with US GO-SHIP.
Current steps are to prepare a document saying what will go into the NVS and circulate it with GO-SHIP PIs. This will include all the uses of flag 0 that we can find (GLODAP, CCHDO, etc).
This effort is not related to or intends to address the best practice question of what to do with the parameter flag when the sampling device (bottle) is not good, it is simply getting the flag definitions into a standard place.
Gwen also said they will be doing mapping between these flags and other flag schemes, this will be super useful when it comes to people doing aggregate data things.
