Update headernav popover styles

Add 'anchor-scope' property to subnav, rename 'anchor-name' value, replace 'transition-property' property with 'transition' shorthand property (fixes popover flicker bug), remove unnecessary 'position: absolute' declaration in popover, clarify code comments and their spacing.
