Revert "Update Python version"

This reverts commit d52a1c4. Heroku is throwing an error on deploy, and static files are not being compiled, so I'm hoping that reverting this will solve the issue. python: error while loading shared libraries: libpython3.10.so.1.0: cannot open shared object file: No such file or directory
