Move/Create ci for openstack cpi release

We discussed that currently there is no infrastructure available to run the ci for the openstack cpi release. This issue is to track the progress on creating a new openstack cpi ci in https://bosh.ci.cloudfoundry.org/ . Also we need to think about how to deprecate the ruby cpi
