Cowichan DASH Examples

Implement Cowichan Problems as set of examples for DASH.

I'd be interested in contributing to this effort. However, at the moment I'm quite occupied with the DASH release testing and other side-tracked stuff. Perhaps I can contribute next year :)

In the scope of my bachelor thesis I will implement the following:

• Random number generation (randmat)
• Histogram thresholding (thresh)
• Weighted point selection (winnow)
• Outer product (outer)
• Matrix-vector product (product)
• Chaining of these problems (chain)

But there are more problems that can be implemented :-)
