Improvement: Align implementation dashboard with traceability coverage metrics #2775

@FScholPer

Description

@FScholPer

Background
Current dashboard views can be interpreted differently from CI traceability checker output, especially around implemented status versus evidence-backed traceability.
This creates confusion for project steering and adoption tracking.

Goal
Align dashboard semantics with the same metric logic used by the traceability coverage checker, while preserving a smooth transition.

Scope

Update dashboard sections to distinguish clearly between implementation status and traceability evidence status.
Reflect checker-relevant categories in dashboard views (for example code link coverage, test link coverage, fully linked coverage).
Add explanatory notes describing how dashboard and CI metrics relate.
Validate that dashboard interpretation and checker output are consistent on the same needs dataset.
Acceptance Criteria

Dashboard contains explicit evidence-based categories aligned with checker metrics.
Terminology is unambiguous (implemented versus documented/traceable).
Documentation explains metric mapping between dashboard and checker.
Example run shows no semantic contradiction between dashboard percentages and checker percentages.

Out of Scope

New mandatory metamodel checks.
Full rework of all requirement pages.
Repository-wide policy enforcement changes.
