feat(services): add llm-based commit message and plan

- Add llm-driven commit message generation
- Wire up services: Commit, Hooks, Gitignore, Scope

introduce llm backed commit messaging and planning across the services
layer. this change wires up commit message service, planner, hooks, and
scope utilities with llm clients and new lints, enabling end to end llm
guided commits and repository configuration.
