Stored resource cap is higher than listed storage capacity

Describe the bug
My stored resources cap is higher than my listed storage capacity. The amount in storage is a nice round number, but it's more than what's shown as the maximum.

Steps to reproduce

Expected behavior
Stored resources max out at the listed capacity.

Actual behavior
Stored resources max out at a somewhat higher value.

If the basic storage capacity was set to 50k this game, it almost seems like resource storage facilities are storing exactly twice what they're supposed to. Capacity of 90k organics, storing 130k, difference of 40k, which is what the storage facilities should be storing on top of the 50k basic storage. Same math for radioactives. Or maybe I have level 3 storage facilities that store 40k each but they're only showing up as 20k level 1 facilities when calculating the capacity here?
