Enable templatable report-failure-as-issue and shared-workflow propagation

As soon as github/gh-aw#41821 is released let's replace #1397 with something else

Triage result: defer/noop for code changes until github/gh-aw#41821 is merged and released. It is still open, and this repo is currently pinned to GH_AW_VERSION := v0.80.9 in Makefile:4.

Once a gh-aw release includes #41821, replace the PR #1397 workaround with this source-of-truth shape:

1. Keep report-failure-as-issue as a reusable-workflow input under on.workflow_call.inputs. Evidence: representative sources already expose it there, e.g. .github/workflows/gh-aw-pr-review.md:26-72, .github/workflows/gh-aw-issue-triage.md:24-60, .github/workflows/gh-aw-code-duplication-detector.md:23-74.
2. Add the compiler-supported setting to each published workflow source’s safe-outputs: block:

   safe-outputs:
     report-failure-as-issue: ${{ inputs.report-failure-as-issue }}
     activation-comments: false

   Evidence: today the source blocks only configure other safe-output settings, e.g. .github/workflows/gh-aw-pr-review.md:90-92 and .github/workflows/gh-aw-code-duplication-detector.md:108-115; the lock-file env is currently produced only by the workaround (scripts/wire-report-failure-input.sh:23-24) as GH_AW_FAILURE_REPORT_AS_ISSUE: ${{ inputs.report-failure-as-issue && 'true' || 'false' }}.
3. Remove the workaround after bumping gh-aw: delete scripts/wire-report-failure-input.sh and remove its make compile hook at Makefile:206. Keep normal compile flow (Makefile:193-207) and regenerate lock files from sources.
4. Update docs/examples to document caller usage, not the workaround internals. Docs already list the input (for example docs/workflows/gh-agent-workflows/pr-review.md:23-32 and gh-agent-workflows/pr-review/README.md:25-35), but examples like gh-agent-workflows/pr-review/example.yml:13-18 omit with:. Add an optional commented snippet where useful:

   with:

Validation after release: bump GH_AW_VERSION/build version, run make compile, and verify generated lock files emit GH_AW_FAILURE_REPORT_AS_ISSUE: ${{ inputs.report-failure-as-issue }} without post-processing.
